[opencms-dev] Prevent resource publishing

Thanks Kai.

But not exactly what I'm looking for.

Editors still should be allowed to publish. And they might use "publish 
resources in folder" or not.

But might be another editor did changes in one of the 2000 subresources 
and don't what that resource to be published at any case because he 
didn't finish editing yet ...
