I got it.
to set the Locale for the current JVM insert into catalina.sh
export CATALINA_OPTS
="-Dfile.encoding=ISO-8859-1 -Duser.region=DE -Duser.language=de"

for German Date Format.

Dear Opencms Users,

i have set up two systems with SuSE 8.2 one for testing and one for
production.
on the testing system X is installed, on the Production not.

I am using Paolo Brunasti'S Newsw module, and on the Test System, the Date
Format is
"dd.MM.yyyy hh:mm"   on the Production System the Date Format is "MM/dd/YY
hh:mm AM/PM" .

Does anybody know, where to set the Date Format?
