Thanks for the help Niklas and Paul.  It was the security settings on 
Netscape 7.  Although the default should have worked, it wasn't until I 
explicitly added the server to the no-block list that it did.  I also 
found a posting 
http://mail.opencms.org/pipermail/opencms-dev/2003q2/004454.html,  
which helped get around the pop-up problem by logining in and then using 
the URL for the workspace directly.
