I guess you could do that... for the most part, all you're really doing
is changing iconography and setting up a couple of unique behaviors. I'd
imagine you'd use projects to implement the "filtered" appearance. 

That said, I'm fairly sure you'll have to do a good deal of (re)coding
of the workplace XML Templates and classes, since you are making a
fairly large change in the workplace "paradigm".
