[opencms-dev] openCSM installation issue

Hi.
 
I am having problems installing openCSM 
 
system:
 
os :windows 2000
tomcat  : jakarta-tomcat-4.1.29
java : j2sdk1.4.2 (with netbeans)
opencms : OpenCms 5.0
mysql : mysql-3.23.38
 
error message:
 
org.apache.jasper.JasperException: Resource loader error in file '/system/modules/org.opencms.welcome/jsptemplates/welcome.jsp'
Root cause:
org.apache.jasper.JasperException: org.apache.oro.text.perl.Perl5Util.substitute(Ljava/lang/StringBuffer;Ljava/lang/String;Ljava/lang/String;)I
 at org.apache.jasper.servlet.JspServletWrapper.service(JspServletWrapper.java:254)

 
Does anyone know what this error message means?
 
Has anyone managed to get opencms working with this version of java.
 
1. I have tried a different number of versions of tomcat with the same 
result
 
2.  I have replaced version of xerces with xerces-1_4_4.jar
