[opencms-dev] Resource publishing

I've created a couple of my own templates and HTML files that I want to be included in my own custom installation of OpenCms. I have an HTML page in the root folder, a default body, template, JSP template and a file in the system/bodies directory. I've also updated the manifest.XML file. However, after I do an install, I can only see my HTML file in Offline mode. This is the error I get when I try to view it on Online mode:
 
message: /opencms/export/welcome.html
 
description: The requested resource (/opencms/export/welcome.html) is not available.
 
During the installation process I see the following line:
 
1222: Publishing /welcome.html
 
But I never see the page in Online until I manually publish.
 
What else do I need to do to get it to appear in Online mode right from the very first install?
