[opencms-dev] User permissions

Hi all,
I can't find a way to prevent users from publishing content or stealing
locks. I would like to put users in groups which can only create
content, but not publish it or steal locks from users in other groups.
I'm using 5.3.x from CVS.

Any tips ?
