Please disregard this question.  

I was editing the registry file under:
  \webapps\opencms\WEB-INF\config

not the registry file under:
  \webapps\en_US\WEB-INF\config

...forgetting that I renamed the first opencms to "en_US" of my site.  Sorry about the spam.
