I'm not sure I have understood this. Does this mean we should not use
default_bodies?
I have something like the following that works:

<page>
<elements>
<element name="featuretitle" language="en" enabled="true">
<links/>

</element>
<element name="hotspottitle" language="en" enabled="true">
<links/>

</element>
<element name="hotspot1" language="en" enabled="true">
<links/>

</element>
<element name="hotspot2" language="en" enabled="true">
<links/>

</element>
<element name="hotspot3" language="en" enabled="true">
<links/>

</element>
</elements>
</page>
