[opencms-dev] Link modules to sites

I am new to opencms and, as suggested by the website, running version 6.0b3. I am trying to install a new site by taking my classes and templates and loading them into a new mdoule that I created. However, I can not figure out how I take that module and link it to a site. I assume it would need to be linked because when I create a user with user only privileges, they can not get to the modules directory. 

Any guidance available?
