Chad,

I think the "Content Notification" feature of OpenCms 6.2 beta is much 
like what you are looking for.
With this new function you can assign resources to users in OpenCms, and 
those users will be informed via email if a resources is not modified 
for a time that can be defined for each resource. Users will also be 
informed if a resource they are responsible for come close to an 
expiration date.

How to use this:

1) In the "Permission" dialog, you find a new "permission" called 
"Responsible", activate this for a group or user. If you assign a group 
to this resource, all group members will be informed with an email.

2) In the "Availability" dialog, you can can set the notification 
interval for each resource and enable/disable it for the resource.

3) In the Administration view, you must schedule a job of the class 
"org.opencms.notification.CmsContentNotificationJob" (available as one 
of the pre-defined system jobs) which will do the notification. This job 
should be scheduled once per day.

The creator could then verify the validity and necessity of that document and then depending on the out come of the review the creator can either pull it offline or schedule the next review.  I know you can schedule a document to be removed, but this is not what they are asking for
