I had the same problem. I ended up moving my site from /sites/mySite to
sites/default/mySite. 
Also, the search results do not retrieve any results unless users check
"Search the entire site". 
I am using template one and trying to figure out how to have it "search the
entire site" by default.

I have a problem with opencms search functionality. 
I notice that opencms search functionality works in "/sites/default".
But in other sites (example /sites/MySite/), i can search only when i am
connecte
as on opencms. When i am not connect, trying to seach Online, "
search functionality" return me zero result.

Many person have tall about this problem, but they have not have solution.
Have there some particular think on "/sites/default" which permit to so
"search functionality"
to works and find result.
