first question: have you edit the file opencms-system.xml in 
WEB-INF/conf/ folder? There you ve to add some lines for your new site. 
With this entry you got a new entry in the site-dropdown menu.

next is, you have to configure the permissions for your folders 
/sites/default and /sites/new so, that the new group is not able to see 
the default folder.

If creating a new projct you ve to set the project users and the project 
managers. It is a good idea to set the new group to one of them.
