[opencms-dev] upload applet vs. OS file browser

In 6.2.3 it was an extra option to use the Java upload applet (which 
failed in so many places, that it wasn't used anyway).

Now in 7.0.3 it seems to be enabled all the time. How can I get rid of
it and use the normal file dialog upload ?
