[opencms-dev] understanding "error reading resource from path"

You probably all know that effect during site development:

When the Site list box shows the path of the site you can click on
index.html for example and the browser window pops up with the
page.

When being down in /system/modules/org.mysite.frontend/templates 
editing some jsps one cannot reload the page in the browser
to immediately check the effect of the recent change in the jsp, one has
to switch the Site list box to point to the site tree.

What's behind this magic?

And what can be the reason that I cannot invoke the same page (index.html) from
within index.html while having pointed the SIte list box to the right
tree.

In other words: How can one resolve the error

Error reading resource from path "/sites/mysite/index.html"

?

Is it something in opencms-system.xml regarding the default site?
