[opencms-dev] Import File from Server - bug?

I just upgraded from 7.03 to 7.05 and when I tried to do a database
restore for my site the 'script' fails.

These are the steps I have taken.

Made a backup of my site using Administration View > Database Management
> 'Export Database'
Uninstalled Opencms 7.03
Installed Opencms 7.05 allowing the MySQL database to be dropped and
recreated.
Logged in to the Workplace
Changed the Admin password
Tried to do: Administration View > Database Management > 'Import File
from Server'

The first step in the Import script is to create the folder - this step
fails, and so therefore every other step fails too.
After the script completes there is a file of type 'plain' with the name
of the folder that should have been created.

To workaround I was able to manually create the folder and then run the
'Import File from Server' script again.

I think this may need filing as a bug but am unsure. Can anyone else
test this and confirm it's a problem?
