[opencms-dev] Error starting wizard - 8.0.3 with WLS 11g on Windows 7

I've searched but I cannot find anything directly for this.
I am installing 8.0.3 on a Windows 7 machine and in Oracle WLS 11g.
The war file is unpacked, I can see it in the _WL_user directory and the admin console show it as being deployed successfully.

However, when I start the wizard I get the Alkacon message box "Error starting wizard", saying "Please unpack the Alkacon OpenCms WAR file and try again. "

In the WLS logs when I try and access any pages I get
"org.opencms.main.CmsInitException: Critical error during OpenCms initialization: The OpenCms WEB-INF folder can not be determined, please set the para
meter "OpenCmsHome" in "web.xml".

The log error may be unrelated to the wizard error but I am unable to resolve either at the moment.

I'm surely not the first to try this install configuration so looking for any feedback that may help me progress the installation.
