[opencms-dev] User import by csv issue on version 11.0.1

Hello Michael,
thank you for your hint. By changing the extension of the import file I
can import correctly the users.
The issue happened in my local Windows installation with Tomcat 9.0 and
in my production Linux installation with Tomcat 9.5.
