[opencms-dev] JavaScript problem solved

Check out 

/system/workplace/templates/edit_options
/system/workplace/templates/edit_page_main

The use of "encodeURIComponent" was added as a feature to support unicode
(UTF-8). It is a replacement for the "encode" JS function. It is however not
supported by older browsers, obviously.
